Fix workflow notifications

Testing on test instance with Mongo and Redis
2 users: jdoe & jsmith

Steps to reproduce

• jdoe start a serial document review on a document
• He assigns jsmith to review it and start the review
• jsmith receives the email but on Web UI there is nothing displayed in the task widged on his dashboard and no "1" on the task menu.
  => When he click on Task he can see the "1" appears on the task menu but still nothing on the dashboard.

Browsers:

• On Firefox 52.0.2: It works perfeclty
• On safari 10.1: You can see the "1" on the task menu but nothing is displayed on the dashboard
• On Chrome 57.0.2987.133: no "1" on the task menu and nothing displayed on the dashboard
