Remove "require all" directive from routing-default deployment fragment

This directive comes from the fact that this is orginally a Studio bundle: this ensure that the routing deployment-fragment is deployed after all modules.

This is annoying for default bundles in the platform since some customer Studio projects may want to override translations from the routing-default module: this does not allow to make sure they are deployed after.

Also, this requirement is useless in this particular bundle, it could depend only on lang-ext module for instance.
