Fix Japanese language activation on JSF UI

      Description

      When browser is configured to use language "ja", japanese translations are not visible, expect in some listings in Update Center (for packages served by iframes from Connect).

      It seems the JSF UI only knows ja_JP and does not know ja: a fallback should be defined.
