Release Nuxeo Groups and Rights Audit for 8.10 and 9.10

Remove dependencies on JSF and release Nuxeo Groups and Rights Audit for 8.10.

Idea is to add the modules back to addons and marketplace.ini (revert changes on NXP-20902)

Includes:

• splitting the module between the "Seam/JSF-dependent part" and the "core part"
• update the package, deploying the JSF part depending on the nuxeo-jsf-ui package presence
• update the version on master to 8.10-HF24-SNAPSHOT (current maintenance version on NXP 8.10 branch)
• put back in pom.xml and marketplace.ini
• ensure CI on 8.10
• release as usual (https://nuxeowiki.atlassian.net/wiki/spaces/NIG/pages/2621985/Release+of+independent+code) the addon and the package for 8.10
• keep the maintenance branch, update version post-release to 9.10-HF01-SNAPSHOT
• with "release prepare": create 9.10 branch for later release and update version to 10.1-SNAPSHOT, ensure CI on 9.10
• ensure CI on master

Note: take care to the naming branch and versioning conventions for the Package
