Hotfix 7.10-HF03 must always deploy ES automation JAR

nuxeo-elasticsearch-automation jar is present in the hotfix package 7.10-HF03 (version 1.0.0) but is not deployed (upgrade-only option)

In order to avoid reinstall of all hotfix starting from a 7.10-HF03 (version 1.0.1), the JAR will be distributed by 7.10-HF18 (version 1.0.1).
