Make jquery available as standalone resource on server distribution

      Description

      The jquery standalone resource is part of the webapp-base module, this does not allow to use it without the JSF package.

      This could be useful for the importer for instance (see NXP-20977 and NXP-20978).

      Note also that this standalone version should be kept in sync with the version embedded in RichFaces (upgraded with NXP-15785)
