Allow ignoring some module for release

      Description

      The marketplace.ini skip option still changes the version for corresponding addons modules.
      It would be better to have an option to completely skip any release-related operation for some modules, and still keep a reference of their package in the marketplace.ini file.

      This is needed for some addons that regularly need to be released after the official release, depending on their status.

      An option would be to just comment out the lines in the file in the meantime
