Conditional bundle installs in packages must use generic dependency management

      Description

      Currently we use an ad-hoc mechanism for conditional bundle installs (NXP-19789) that use a hack (NXP-20578) to make sure that the packages for nuxeo-jsf-ui and nuxeo-web-ui are installed first if they are required by a condition.

      This should be made more generic and use the global dependency resolution we already have between bundles.

      Additionally the optional dependencies management should be able to reinstall packages that have optional dependencies resolved by currently installing packages.
