Fix unverified mail address when editing user

      Description

      When creating a user, the following checks are performed:

      1. has the email a valid format?
      2. is the email address already used by another user
        (see screenshots emailFormatControl.png and existingMailControl.png)

      When editing a user, both checks are not performed.
