VersioningService should be customizable enough to exclude addon versioning

org.nuxeo.ecm.core.versioning.VersioningService extensions available here does not allow for example to exclude versioning from Drive (org.nuxeo.drive.service.FileSystemItemAdapterService)available here.

This for example is an issue when there is a need to get automatic version bumps on documents but delayed versioning when using drive.

VersioningService should be improved so that either it is able to exclude from versioning addon events or improve the whole logic by passing a versioning info from addon for example to saveDocument or anything else that would be cleaner.
