Allow all directories to be initialized through a CSV dataFile

      Description

      Currently only SQL directories can be initialized through a CSV dataFile:

            <dataFile>directories/continent.csv</dataFile>
      <createTablePolicy>on_missing_columns</createTablePolicy>

      There's no reason why this can't be done for all directories during initialization.

      In addition this would make template directories (NXP-19175) truly useful.
