Actions & Filters

Goal is to provide support for customizable filters and actions.
Filters should be made available as helper functions which are evaluated with the current context so that they can be leveraged by the current control template elements available in Polymer.
Actions can ultimately be seen as elements that are "plugged" into a given insertion point based on their category. A set of actions elements used throughout the new Web UI could be made available so that users can more easily customize it.
