Fix conversation issues when opening document in a new tab

      Description

      Opening a document in a new tab using CTRL+click, right-click > open in a new tab or using the icon ∞ (permalink next to the doc title) should start a new conversation. It currently doesn't at all when using the permalink icon, and the behaviour is not very consistent using CTRL+click or Open in a new tab browser action.
