enforce runtime for not allowing concurrent accesses during startup and shutdown

The only way at this time for achieveing this is to make use of the service passivator. as that logic is relaying with timers, we could not plug it directly in the runtime.
We could enforce the application loader for injecting that logic. This way the tests will not be impacted with the new delay in shutdowns.
