Description

SOAP web services do not work currently. The following error is raised:

ERROR [http-bio-0.0.0.0-8080-exec-1] [org.apache.chemistry.opencmis.server.impl.webservices.AbstractService] 
java.lang.NullPointerException
        at org.apache.chemistry.opencmis.server.impl.webservices.AbstractService.checkCsrfToken(AbstractService.java:159)
        at org.apache.chemistry.opencmis.server.impl.webservices.AbstractService.getServiceForRepositoryInfo(AbstractService.java:177)
        at org.apache.chemistry.opencmis.server.impl.webservices.RepositoryService.getRepositories(RepositoryService.java:65)

The reason is that since ~~NXP-18170~~ and the upgrade to a post-0.13 version of Chemistry, a CsrfManager needs to be registered during WebServices calls.

For this ticket we'll just register an empty CsrfManager.
