User & Group management

Goal is to build an element for managing users and groups to replace what's available in the default UI.

This element will be built with Polymer and shared between the new WebUI and the current JSF UI.

Data elements for users and groups should be made available as these will allow others to use them within their own elements and we will also be able to leverage them for FT/IT provisioning through the REST API.

This is also a good opportunity to review the current user/group management since:

• the display of the full listing is neither useful nor usable
• it's difficult to filter quickly by rights, group belonging, ...
• it's difficult to do bulk actions
• groups are difficult to manage = no summary view where you can see active / inactive groups, etc.
