Fix potential misplace of top pagination actions on content view

When displaying top pagination, and there's no content (can happen on optim cases where total number of pages is unknown), the top pagination actions are displayed under the "empty results" sentence instead of above.

This is awkward since duplicate bottom actions are displayed next to it.

This is not very visible because when there is no content, no pagination actions are usually displayed.
