Don't allow collect creation for external user

External users are displayed the collect actions (on document, in the import popup if they have Edit permission), from which they can create a new collection. But they have no personal workspace to create the collection in. So they get an error.

Either don't show the collect actions at all or prevent the collection creation from the collection search widget.
