Fix select2 restore from safe edit draft inside toggleable layouts

      Description

      The safeEditEnabled style class, needed for Select2 and TinyMCE safe edit JavaScript logics, is only put on ajaxified forms.

      Since the form toggle is using ajax anyway, toggle/untoggle does not trigger correctly safe edit restore on non-ajaxified forms.
