Ensure locks won't prevent creation of uninstall.xml

      Description

      Here, the goal is to ensure the package will not end in "installing" status without uninstall.xml file.
      => either rollback to "downloaded" status, or achieve the install
      => another solution is to make the system work around the "installing" package state and consider it as not installed.

      Is it considered as an improvement because the root cause is a lock on shutdown => TODO create a dedicated issue for the lock bug.
