Be explicit on setting locale for running unit or functional test

Some webdriver test or unit test expect a default english locale to run.

We should introduce a -Duser.language=en or LC_ALL=C somewhere in the tools-nuxeo-ftest module that run the Nuxeo server.

We should also add a note about the expected locale when running test on an existing instance.
