Allow install of SNAPSHOT packages on SNAPSHOT distribution

When the distribution is a SNAPSHOT and a package has SNAPSHOT dependencies, the Administration page must allow the use of SNAPSHOT.
That is already the behavior of the Launcher.

Issue discovered with nuxeo-template-rendering-samples and nuxeo-template-rendering which install works fine from the command line but not from the Admin page.
