There is a LockManagerService that allows to register LockManager that will then be used by the Repository implementation.
However, when there is no registred LockManager each repository will instanciante it's own implemenation (i.e. VCSLockManager or DBSRepositoryBase), but since they are not registred against the LockManagerService they are not available.
