Rename nxr prefix for RSS tag library to avoid conflict with Resource tag library

      Description

      NXP-17103 introduced a new tag library to handle resources, but this prefix is already used by the Seam RSS tag library override.

      Since the RSS tag library is almost never used, let's rename this prefix to nxrss to avoid conflicts (when generating doc for NXP-17609 or when using lib inside templates=)
