Check Elasticsearch availability at startup

Some important features depend on Elasticsearch now (indexing, search) and we cannot let Nuxeo Platform run with Elasticsearch unavailable if the parameter elasticsearch.enabled is set to true.

Therefore a check must be done at startup, like it's done for the database.

When using the new --strict option on nuxeoctl start the start will abort if Elasticsearch is not available.
