As an Administrator, I want the access rights to be enabled / disabled based on the begin and end dates

A local right with:

• no begin nor end date must be enabled forever
• only a begin date must be enabled when the begin date is passed
• only an end date must be disabled after the end date
• a begin and end date must be enabled during the interval.
