We should display a message to the user when upload to youtube / wistia fails

I tried to publish a video to Youtube, but upload failed (lost Internet connection I think). I was not displayed any message, I just noticed that the Publish button didn't become a "Republish" button. We should display a feedback message saying that upload failed.
I have errors in the logs (see attachment).
