      Description

      Similarly to ORA-12519 (which we already deal with), ORA-12516 may happen transiently when lots of connections are opened/closed in a short time.

      Caused by: oracle.net.ns.NetException: Listener refused the connection with the following error:
ORA-12516, TNS:listener could not find available handler with matching protocol stack
