When a document is published its tagged should be copied to the published document

As stated in documentation Tags
How to reproduce:

• create a Section
• create a File document in a Workspace
• add a tag to it
• publish the document in the Section
• tag is not copied to published document

I still need to test in 5.8, 6.0-HF11 and 7.3.
