Make the worklist persistent for standard users

      Description

      Steps to reproduce:

      1. Log in with a non administrator, non system, non poweruser account
      2. Go to the personal workspace
      3. Drag and drop a file in the workspace
      4. Select the checkbox for the document
      5. Add to worklist => the worklist now contains one item
      6. Restart Nuxeo
      7. Log in with the same account as previously
      8. The worklist is empty
