Handle Shibboleth HTTP header in UTF-8

By default, all HTTP headers are read as ISO-8859-1 by Tomcat.

Shibboleth might returns some headers in UTF-8 and not correctly read. We manage to convert those headers in UTF using a configuration (enable per default)
