Move layout id counters to a managed bean

For now layout id counters, responsible for the generation of unique ids in the layout/widget system, are exposed directly in the request.

These counters should be exposed in request-scoped managed bean instead to ease up debugging and allow future refinements.

This work was started for NXP-16238 in case that was the cause of this bug (in the end, this is unrelated to id generation).
