Start Nuxeo.command not executable

I downloaded nuxeo-cap-7.1-I20150106_0121-tomcat.zip from http://community.nuxeo.com/static/snapshots/ and found that Start Nuxeo.command is not executable.

To be clear I know that if I pull a build from http://maven-us.nuxeo.org/ none of the executable items will have the executable bit set. This case is different, the items in the 'bin' folder of this build look ok, it's just the command script that does not work out of the box.
