      Description

      The SOAP bindings try to return a value for canCreatePolicy.Folder but this fails and anyway it could not be parsed by a spec-compliant client because the spec is actually buggy and the official XSD is missing this enum.

      Until the spec is fixed, just don't send canCreatePolicy.Folder in the permission mapping for SOAP.
