Content-Disposition not well encoded on IE >= 10

When downloading a file with IE >= 10, the filename loses its unicode characters

Upload a file name with Japanese characters e.g., 平仮名 - good.txt
File is saved as '平仮名 - good.txt'
When downloading, file is saved as ' - good.txt'
