      Description

      NXP-14045 restricted the existence of negative ACLs completely (except for blocking), but this unnecessarily strict for the optimizations that we actually need (which only apply to Read (well, Browse) ACLs), and this prevents a number of needed use cases where we block Write for a user or a group.

      -> Relax the constraints, to all negative ACLs on Write.
