Fix rich fileupload resources loading on ajaxified tabs

      Description

      Reproducible on intranet.

      • empty your browser cache
      • go to any File Document
      • click on Files tab
      • see that the rich:fileupload widget is messed up

      This is because js/css fileuplaod resources are not correctly loaded on ajax navigation.

      JS errors are:
