Allow launcher to ignore missing packages on install

      Description

      In order to facilitate automated upgrades (notably of the debian package) with a changing landscape of marketplace packages, it would be convenient to have an option to ignore missing packages in the list we request to install.
      That way, the instaler could try to reinstall the same list of packages that existed on the previous version, but not error out at the first missing marketplace package.
