"Set password for immediate user creation" option is not managed by multi-tenant plugin

When creating a new user as an administrator, it is now possible to not check the option "Set password for immediate user creation".
In that case, an email is sent to the user where she/he can define the password and the creation form is simpler.
However it hides the "tenant_id" option whereas it should be displayed.

The case should also be managed when the user is created by a "tenant administrator", the tenant-id should be added automatically which is not the case.
