      Description

      When a package is not installed, there should be no need to relax the target platform constraint on removal:

      $ ./bin/nuxeoctl mp-add nuxeo-sample
Downloading [nuxeo-sample-2.0.2]...
Added nuxeo-sample-2.0.2
$ ./bin/nuxeoctl mp-remove nuxeo-sample
Package nuxeo-sample is not available on platform version cap-5.8.0-HF21-SNAPSHOT.
Do you want to relax the constraint (yes/no)? [no]
