Have a group with ReadWrite access, cross-tenants

This group has a cross-domain/tenant access, just like Administrator, but with less privileges.

Use case (customer EnerNOC): The Administrator creates the tenants, a specific group of EnerNOC users can browse all tenants, create folders, etc.

I think it is worth checking if we would need reaaly ReadWrite, or just Read in fact, or maybe both (and different users in each group). I will check with them.
