Add a nuxeoctl option to activate debug on the Launcher

Debugging the launcher currently requires to edit nuxeoctl and uncomment the line which sets LAUNCHER_DEBUG.

Add an option "--debug-launcher" to avoid file edit. However, that option must not be sent to the Launcher itself, only to the JVM running the Launcher.
