Fix 'Store Upload Files' button refresh after clicking on 'Clear All' in 'Files' tab and after remove already uploaded file

2 problems actually:

Steps to reproduce the first one:

• Create a File document
• Go to Files tab
• upload a file (observe that the 'Store Upload Files' button is visible once the file is uploaded)
• click on 'Clear All'
• observe that the 'Store Upload Files' button is still visible

when pressing F5, the 'Store Upload Files' disappears.

Steps to reproduce the 2nd one:

• Create a File document
• Go to Files tab
• upload a file
• Click on 'Store Upload Files'
• remove the uploaded item on the right-hand side panel
• re-upload a new file
• observe that the 'Store Upload Files' button is not visible
