Bookmark tab: Display a message instead of an empty drop-down list when user doesn't have access to any bookmark

There are two different behavior depending how the user tries to bookmark a document but doesn't have access to any bookmark folder:

• From the document's bookmark tab
  It displays an empty drop down list and the "Folders in which the current document is already bookmarked" section.
• From the Content tab of the workspace
  It just displays the message "No bookmarks available" and no "Folders in which the current document is already bookmarked" section.

We should have the same behavior in both cases. I guess a mix of both would be good: the "No bookmarks available" message in a ".emptyResult .emptyResultBig" div + the "Folders in which the current document is already bookmarked" section.
