Users with Write permission should be able to bookmark documents

Steps to reproduce:

1. Give Write right to a jdoe user in a workspace.
2. Log in with jdoe.
3. Create a document.
4. Create a bookmark folder.
5. From the workspace Content tab, select the document and click on the Bookmark button.
   -> The Bookmarks page is displayed.
   It says: "No bookmarks available".
6. Now give jdoe Manage rights in the bookmark folder.
7. Log in with jdoe.
8. From the workspace Content tab, select the document and click on the Bookmark button.
   -> He can now bookmark the document.
