Declaring a user as a tenant administrator doesn't work immediately

      'UserManager' interface now extends 'org.nuxeo.runtime.services.event.EventListener'.
      If you have your own UserManager not extending the default one of Nuxeo, you need to implement the EventListener methods.

      Description

      Steps to reproduce:

      1. Install Multi-tenant.
      2. Create a new tenant.
      3. Edit a user's properties and select the newly created tenant in the Tenant ID field. You can also create a new user.
        The user is in the tenant's members virtual group.
      4. In the tenant Manage > Tenant isolation tab, search and select the user as a tenant administrator and save.
        The user is supposed to be added to the tenant's administrators virtual group and the power users group.
      5. Go on the user's card in the Admin Center.
        The user is only in the tenant's members virtual group.
      6. Log in with this user.
        The user doesn't have the Admin Center main tab and he doesn't have the Manage tab on the tenant.
        After some time (~10 min probably), the user has the expected tabs.
