extract log4j dependency in a dedicated plugin

We don't want our bundles to have direct dependencies onto log4j. As an example, when need log4j custom appenders or mapped diagnostic contexts we should delegate this to a logging plugin that will delegate to the appropriate logging system.

This will make the migration to logback or new log4j system easier.
