Fix "add to worklist" action enablement on DAM

      Description

      The action is not enabled correctly when no domain is selected, as stated in the action filter. This is an issue for DAM where domain is not always selected and action should still appear.

      Changes on tests for NXP-13241 revealed the faulty behaviour.
