Use a default library for tooltips

To help user in their navigation the use of tooltips is required. We have no default library in the 5.8 platform to systematize it.

Each time that a "title" attribute is filled a tooltip the same library must be used.

For now:

• the actions used the default yellow messages from the browser (not readable, no way to have the hand of the delay of display.)
• the titles in content views use a custom tooltip
• the labels in forms are underlined with a yellow dashed border and a custom tooltip is displayed.

The CSS class .tipsyShow will display the tooltip.
