seam timezone cookie not well initialized on firefox 25

When displaying the login page, we've instruct the navigator for sending the client's timezone through the mean of the seam timezone cookie.

On firefox 25 at least, the cookie is not set, this makes date being displayed in the server timezone instead of the client's timezone.
